    Institutions for Climate Adaptation: An Inventory of Institutions in the Netherlands that are Relevant for Climate Change

    One of the goals of project IC12, a research project of the Climate changes Spatial Planning programme, is to assess if the formal institutions operating in the Netherlands are improving or hampering adaptive capacity. In order to answer the research question, the most important documents referring to those institutions need to be evaluated. This document presents an initial inventory of these adaptation institutions – i.e. policy plans, laws and directives, reports and other documents that seemed relevant to the question at hand

    The effects of memantine on prepulse inhibition.

    Reduced prepulse inhibition (PPI) of startle provides evidence of deficient sensorimotor gating in several disorders, including schizophrenia. The role of NMDA neurotransmission in the regulation of PPI is unclear, due to cross-species differences in the effects of NMDA antagonists on PPI. Recent reports suggest that drug effects on PPI differ in subgroups of normal humans that differ in the levels of baseline PPI or specific personality domains; here, we tested the effects of these variables on the sensitivity of PPI to the NMDA antagonist, memantine. PPI was measured in male Sprague-Dawley rats, after treatment with memantine (0, 10 or 20 mg/kg, s.c.). Baseline PPI was then measured in 37 healthy adult men. Next, subjects were tested twice, in a double-blind crossover design, comparing either (1) placebo vs 20 mg of the NMDA antagonist memantine (n=19) or (2) placebo vs 30 mg memantine (n=18). Tests included measures of acoustic startle amplitude, PPI, autonomic indices and subjective self-rating scales. Memantine had dose- and interval-dependent effects on PPI in rats. Compared with vehicle, 10 mg/kg increased short-interval (10-20 ms) PPI, and 20 mg/kg decreased long-interval (120 ms) PPI. In humans, memantine caused dose-dependent effects on psychological and somatic measures: 20 mg was associated with increased ratings of happiness, and 30 mg was associated with increased ratings of dizziness. PPI at the 120 ms prepulse interval was increased by 20 mg, but not 30 mg of memantine. Subgroups most sensitive to the PPI-enhancing effects of memantine were those with low baseline PPI, or with personality scale scores suggestive of high novelty seeking, high sensation seeking, or high disinhibition. NMDA blockade with memantine appears to have dose- and interval-dependent effects on sensorimotor gating in rats and humans, particularly among specific subgroups of normal human subjects. These findings are discussed as they relate to consistencies across other studies in humans, as well as apparent inconsistencies in the NMDA regulation of PPI across species

    Entombed Plant Communities Released by a Retreating Glacier at Central Ellesmere Island, Canada

    The release of a dead but well-preserved high arctic plant community, entombed for about 400 radiocarbon years (WAT-778 and 789) under glacial ice at Twin Glacier, central Ellesmere Island (78°53'N, 75°55'W) is reported. Remarkably intact plants have been emerging from under the ablating front of this polar glacier which has been retreating for several decades at an average rate of 4.1 m/y over the last 22 years. The vegetation can be readily recognized as a Cassiope tetragona-Dryas integrifolia-dominated community, similar in species composition and cover to an extant Cassiope-Dryas community 200 m below the ablation front.     Limits on the Mixing of Tau Neutrino to Heavy Neutrinos

    Limits at 90 % c.l. on the square of the mixing strength |U_tau4|^2 between nu_tau and a mostly isosinglet heavy neutrino with mass in the range 10-290 MeV/c^2 are reported. The results were derived using the negative result of a search for neutral particles decaying into two electrons conducted by the CHARM collaboration in a neutrino beam dump experiment.     How Dutch Institutions Enhance the Adaptive Capacity of Society

    This report examines the adaptive capacity of the institutional framework of the Netherlands to cope with the impacts of climate change. Historically, institutions have evolved incrementally to deal with existing social problems. They provide norms and rules for collective action and create continuity rather than change. However, the nature of societal problems is changing as a result of the processes of globalization and development. With the progress made in the natural sciences, we are able to predict in advance, to a certain extent, the potential environmental impacts of various human actions on society, for example, climate change. This raises some key questions: Are our institutions capable of dealing with this new knowledge about future impacts and, more importantly, with the impacts themselves? Are our institutions capable of dealing with the inherent uncertainty of the predictions

    Capacity Allocation for Clouds with Parallel Processing, Batch Arrivals, and Heterogeneous Service Requirements

    Problem Definition: Allocating sufficient capacity to cloud services is a challenging task, especially when demand is time-varying, heterogeneous, contains batches, and requires multiple types of resources for processing. In this setting, providers decide whether to reserve portions of their capacity to individual job classes or to offer it in a flexible manner. Methodology/results: In collaboration with Huawei Cloud, a worldwide provider of cloud services, we propose a heuristic policy that allocates multiple types of resources to jobs and also satisfies their pre-specified service level agreements (SLAs). We model the system as a multi-class queueing network with parallel processing and multiple types of resources, where arrivals (i.e., virtual machines and containers) follow time-varying patterns and require at least one unit of each resource for processing. While virtual machines leave if they are not served immediately, containers can join a queue. We introduce a diffusion approximation of the offered load of such system and investigate its fidelity as compared to the observed data. Then, we develop a heuristic approach that leverages this approximation to determine capacity levels that satisfy probabilistic SLAs in the system with fully flexible servers. Managerial Implications: Using a data set of cloud computing requests over a representative 8-day period from Huawei Cloud, we show that our heuristic policy results in a 20% capacity reduction and better service quality as compared to a benchmark that reserves resources. In addition, we show that the system utilization induced by our policy is superior to the benchmark, i.e., it implies less idling of resources in most instances. Thus, our approach enables cloud operators to both reduce costs and achieve better performance

    Upper extremity function and activity in facioscapulohumeral dystrophy and limb-girdle muscular dystrophies:A systematic review

    Purpose: The aims of this review were (1) to provide insight into the natural course of upper-extremity (UE) impairments and UE activity limitations associated with facioscapulohumeral dystrophy (FSHD) and limb-girdle muscular dystrophies (LGMD), and (2) to provide an overview of outcome measures used to evaluate UE function and activity in patients with FSHD and LGMD. Methods: Scientific literature databases (PubMed, MEDLINE, EMBASE, CINAHL and Cochrane) were searched for relevant publications. Inclusion criteria: (1) studies that included persons with a diagnosis of FSHD or LGMD; and (2) studies that reported the natural course of the UE functions and/or activity with outcome measures at these levels. Results: 247 publications were screened, of which 16 fulfilled the selection criteria. Most studies used manual muscle testing (MMT) to evaluate UE function and the Brooke Scale to evaluate UE mobility activities. The clinical picture of UE impairments and limitations of UE activities in FSHD and LGMD patients was highly variable. In general, FSHD and LGMD patients experience difficulty elevating their upper extremities and the execution of tasks takes considerably longer time. Conclusions: The clinical course of UE impairments and activity limitations associated with FSHD and LGMD is difficult to predict due to its high variability. Although measures like MMT and the Brooke Scale are often used, there is a lack of more specific outcome measures to assess UE function and UE capacity and performance in daily life. Measures such as 3D motion analysis and electromyography (EMG) recordings are recommended to provide additional insight in UE function. Questionnaires like the Abilhand are recommended to assess UE capacity and accelerometry to assess UE performance in daily life.Implications for RehabilitationThere is a need for specific outcome measures on the level of UE activity.Both the level of capacity and performance should be assessed.Possible outcome measures include 3D motion analysis to assess UE function, questionnaires like the Abilhand to assess UE capacity and accelerometry to assess performance of UE activities in daily life
